Als die Wasserstände in der Folge anstiegen, flohen die Überreste der Menschheit aus ihren Häusern und begaben sich auf das Meer. Die Weltführung kam zusammen, um eine massive Flottille zu bauen, das letzte Bollwerk der Menschheit.

In Flotilla sind Sie ein Flottenkommandant, der versucht, Wohlstand in der neuen Heimat der Menschheit zu bringen. Sie erkunden das neue Gesicht des Ozeans, bergen alles, was Sie aus den Tiefen finden können, bauen Ihre Crew auf und gewinnen Einfluss bei den regierenden Gilden. Wenn Sie gut genug abschneiden, können Sie das, was Sie gesammelt haben, möglicherweise der Flottille selbst hinzufügen, indem Sie Ihr Wasserfahrzeug anbringen. Ihr Ziel ist es, die einflussreichste Figur in der Flottille zu werden und die Zivilisation in eine neue Ära zu führen.

Flotilla bietet zwei verschiedene Spielmodi, die mit einem innovativen System verbunden sind. Die Spieler beginnen das Spiel als Sinksiders, die hauptsächlich nach Ressourcen suchen, können aber jederzeit zu Skyside „wechseln“, um an der Erweiterung der Flottille zu arbeiten, indem sie viele ihrer Spielkomponenten umdrehen, um im Rest des Spiels eine andere Rolle zu übernehmen!
