Founders of Gloomhaven est un jeu compétitif de placement de tuiles, de sélection d'actions et de construction de villes dans lequel chaque joueur contrôle une race fantastique travaillant à construire la ville de Gloomhaven et à gagner de l'influence sur ses habitants. C'est un jeu autonome se déroulant dans le même univers que Gloomhaven. Les événements, cependant, se déroulent des centaines d'années avant Gloomhaven et décrivent la construction originale de la ville.

Dans Founders of Gloomhaven, les joueurs utilisent des cartes d'action pour placer des bâtiments de ressources sur la carte de la ville, utilisent ces ressources pour créer des ressources plus avancées, puis les livrent aux sites de construction proposés pour gagner du prestige. Un joueur individuel, cependant, ne peut pas tout faire tout seul car il ne peut importer qu'un petit nombre de types de ressources, selon sa race. Pour créer des ressources plus avancées, ils doivent travailler avec d'autres joueurs.

Le jeu comprend également un mécanisme d'enchères dans lequel les joueurs votent périodiquement pour déterminer quelles nouvelles propositions de bâtiments sortent et où elles sont placées sur le plateau. Les joueurs peuvent également ajouter l'influence qu'ils ont rassemblée pour augmenter la force de leur vote.
