Imperial Settlers: 3 Is a Magic Number, das zweite Empire Pack für Imperial Settlers, führt eine neue Regel ein: SET. Diese neue Fähigkeit ermöglicht es den Spielern, Punkte zu sammeln und neue Effekte auszulösen, jedes Mal, wenn sie drei Karten in einer bestimmten Farbe bauen. Mit dieser Regel wird die Draft-Phase und die Wahl der 'richtigen' Karte zum Draften noch interessanter. Diese Erweiterung enthält neue Karten für das gemeinsame Deck sowie neue Karten für jede der fünf Fraktionen und zwei Karten für das Solospiel.
